This answer was validated. As I understand it, it should be possible to add the tool options panel in the brush toolbar but I can't find it in the actions list. I use Krita 4.4.8 on Windows 10 and would like a way to bring some panels at front and focus via shortcut. I would have expected this shortcut works for that. It may be fixed in Krita 5 ?
